As a traditional pillar industry in China, an important civilian production industry and an industry that creates new advantages in internationalization, the textile industry has been beautifying people's lives, enhancing cultural self-confidence, building ecological civilization, driving related industries, stimulating domestic demand growth, and promoting social harmony since the 18th National Congress of the Communist Party of China. Other aspects play an important role. In terms of international competitiveness, voice and responsibility, the value of the Chinese textile industry is constantly being demonstrated.

First, the development of the textile industry has made great progress in five aspects.

(A) operational quality and efficiency of economic stability, social stability and international influence.

In 2012-2016, the textile industry has progressed steadily and has always been an important force in the Chinese economy.

The profit of the company increased from 30.151 billion yuan to 400.357 billion yuan, and the textile industry's profit accounted for 4.8% of the industrial share.

The investment amount of enterprises on the regulations increased from 755.189 billion yuan to 1,28,838.75 billion yuan, and the proportion of textile industry's investment in social fixed assets increased from 2.02% to 2.12%.

Export volume of textiles and clothing increased from $ 262.563 billion to $ 270.12 billion, the proportion of the country's total exports in 2012 12.81% 2016 12.88%.

2. The status of China's textile industry in the world

The total fiber processing increased from 45.3 million tons in 2012 to 54.2 million tons in 2016, accounting for 53.41% of the global total in 2012 and 53.47% in 2016.

According to WTO statistics, in 2016, China's textile exports amounted to US$106 billion, accounting for 37.20% of the world's textile exports; China's garment exports amounted to US$161 billion, accounting for 36.40% of the world's garment exports.

(2) The industrial structure tends to be reasonable, and the industrial productivity layout continues to be optimized.

The textile industry implements the goals and strategies set out in " Made in China 2025", "Building Textile Powers (2011-2020)" and "Textile Industry" 13th Five-Year Development Plan, to promote supply-side structural reform as the main line and continuously optimize Structure, forming new kinetic energy and creating new competitive advantages.

1. The industrial structure is steadily improving

The annual growth rate is 76.5%, with an average annual growth rate of 9.9%; the total export value of the industry is 23.61 billion US dollars, an increase of 105% over 2010, an average annual growth rate of 12.7%; the profit rate of enterprises above designated size is 6.19%, an increase of 1.05 percentage points over 2010.

2, the transfer of industries with remarkable results

The domestic transfer of the textile industry bears the first place in the cotton spinning, knitting and garment industries. The central and western provinces such as Xinjiang have become the main ground. The provinces and regions have successively issued guidance on industrial transfer or transfer support. With the deepening of industrial transfer, the supporting requirements of the industrial chain in the central and western regions have become more prominent. Many parks have begun to re-define their plans, and supporting industrial projects have become the focus of planning.

In 2012-2016, the investment in the eastern region increased from 455.621 billion yuan to 739.40 billion yuan, an increase of 62.20%; the investment in the central region increased from 262.895 billion yuan to 414.394 billion yuan, an increase of 57.63%; the investment in the western region was 60.758 billion yuan. Yuan increased to 130.441 billion yuan, an increase of 114.60%.

In the domestic industrial transfer, Xinjiang's performance is particularly prominent. In 2016, Xinjiang's textile industry completed an industrial added value of 8.04 billion yuan, accounting for 3.3% of the industrial sector, an increase of 2 percentage points over 2014. As of the end of June 2017, Xinjiang's textile and garment production capacity of rapid growth, the cotton spindles to reach 17.4 million, 850,000 tons of viscose fibers, loom 1.8 million units, 1.8 million square meters carpet; garment sewing equipment to reach 15 million units. By the end of June 2017, the number of textile and garment enterprises in Xinjiang had reached 2,525, an increase of 1965 from three years ago. From 2014 to the end of June 2017, the fixed assets investment of the textile and garment industry in Xinjiang reached 113.74 billion yuan, accounting for nearly one quarter of the total investment in Xinjiang's industrial sector. 2014-2017 end of June, Xinjiang textile and garment industry of new jobs 28.4 million, of which the southern border of Four States to achieve 15.3 million new jobs, accounting for 53.7%. The entire industry chain has attracted about 414,000 jobs.

In 2012-2016, foreign investment in the textile industry increased from US$540 million to US$2.66 billion, and the proportion of foreign investment in manufacturing increased from 6.28% to 8.97%. In the foreign layout, land prices, labor costs and policy-oriented advantages in Southeast Asia and Africa have become obvious, becoming an important destination for international industrial transfer. Many domestic enterprises, such as Tianhong, Lutai, Jifa, Yanyin, Sunshine, Dongdu, etc., have established factories in Cambodia, Vietnam, Indonesia, Myanmar, Malaysia, Ethiopia and other countries. On the other hand, Chinese textile and garment enterprises have realized the integration of various intellectual resources through cooperation with internationally renowned institutions in design, research and development, branding and management. Many Chinese garment companies have joined the international brand cooperation merger and acquisition team, and have obtained an international R & D team, management team, marketing concept and market channels. China's outstanding enterprises are realizing a historic leap from “products going out ”, “capacity going out” to “global resource integration” and “transnational capital mergers and acquisitions”. This is not only the transformation of business management methods, but also the competition for the dominant position of the international order in the process of China's open development.

3. Significant technological progress and accelerated structural adjustment

In the cotton spinning industry, as of 2016, the national automatic winding coverage rate reached 74%, which was 10% higher than the 2011 coverage rate; the shuttleless looms occupancy rate increased to about 19% in 2016 compared with 2010, and the automatic warp machine The number increased from 30 in 2010 to 430 in 2016, an increase of 1333% over 2010.

The division of labor in the garment industry has been deepening and deepening, forming an industrial ecology in which large enterprises are stronger and better, and small and medium-sized enterprises are specialized, refined, and special. Industrial culture and creativity are becoming more and more active, modern service awareness is increasing, and industrial knowledge-intensive and technology-intensive features are increasingly appearing. The industry-integrated innovation system with clothing as the leader is becoming more and more perfect, and the collaborative innovation across industries, regions, and fields is closer, and the upstream and downstream integration of the industry is accelerating.

4, outstanding contribution to industrial clusters

Textile industry cluster and practice to actively explore innovative, intensive, eco-industrial cluster transformation and upgrading of the road. At present, there are 207 textile industry clusters that have established pilot relationships with China Textile, distributed in 21 provinces and autonomous regions, mainly in the Yangtze River Delta, Pearl River Delta, Haixi and Bohai Rim, including 11 prefecture-level regions. There are 97 level areas and 100 town level areas. The statistics of the pilot clusters show that the total number of textile enterprises in the cluster in 2016 was 15,518, of which 17,249 were enterprises; the total industrial output value was 432.618 billion yuan, of which the above-scale enterprises were 343.576 billion yuan; the main business income was 406.914.23 billion yuan. Among them, the enterprises above designated size were 32,214.04 billion yuan; the total profit was 224.214 billion yuan, of which 182.399 billion yuan were enterprises above designated size. In 2016, the number of enterprises above designated size in the cluster accounted for 44.83% of the enterprises above designated size in the industry. The main business income accounted for 44.67%, and the profit accounted for 45.56%.

By the end of 2016, the annual revenue of the main business of 10 industrial cluster pilot areas exceeded 100 billion yuan, and the annual sales of 4 professional markets exceeded 100 billion yuan. The cluster economy has become an important force in the transformation and upgrading of China's textile industry and the construction of a strong country.

The cluster presents new features and highlights under the “ new normal ” of the economy. It is mainly reflected in: continuously exploring new modes of innovation cluster development, continuously improving the industrial chain and professional market support, actively building regional brand influence, and actively promoting technological progress and industry. The pace of the upgrade, actively promote the "Internet +" strategy and deepen the integration of the two, and actively carry out the construction of the cluster public service platform.

Since the 18th National Congress, the textile and garment industry cluster has made significant contributions to China's national economic development and social progress. First, the contribution to the national economy and people's livelihood. Cluster enterprises provide a large number of stable employment opportunities. The number of cluster industrial workers is 7.42 million, accounting for 37% of all textile and garment industry workers; the industrial cluster has produced nearly 200,000 private enterprises. Second, the contribution to market-oriented reforms. On the one hand, it has enhanced the ability of the region to develop itself, and on the other hand, it has driven other regions to develop a non-state-owned economy. Third, the contribution to expanding openness. Many clusters are mainly export-oriented export models, which play a very important role in increasing the foreign trade of products. Fourth, the contribution to the local economy. Among the top 100 counties in the country, one-third of them belong to the textile and garment industry cluster area, and the output value of textile and clothing accounts for about 80%. Fifth, the contribution of the industrial economy. Cluster economy accounted for more than 40% of the country's total economic output of textile, garment production accounts for half of the country's cotton textile industry production capacity of more than 30%, chemical fiber production reached 70%.

The textile industry has focused on the strategic goal of building a strong country in textile technology, vigorously promoted technological innovation and transformation of achievements in the industry, increased investment in science and technology, and achieved a series of innovations in various fields such as fiber materials, textiles, dyeing and finishing, industrial textiles, textile equipment and information technology. It has achieved breakthroughs in key and common technologies across the industry, and the industry's independent innovation capability, technical equipment level and product development capabilities have been improved overall. From 2012 to 2016, 17 achievements in the whole industry won the National Science and Technology Award. Among them, “Digital Packaged Dyeing Complete Technology Equipment” won the first prize of National Science and Technology Progress Award, and 643 achievements won the Science and Technology Progress Award of China Textile Industry Federation. A number of provincial and ministerial-level science and technology awards. A number of key technologies such as low-temperature rapid pretreatment of textiles, large-throughput membrane treatment and reuse of printing and dyeing wastewater have made breakthroughs, and the proportion of advanced technology and equipment promotion and application such as small bath ratio dyeing and flat-type continuous water washing has been further improved. The water consumption per unit of the printing and dyeing industry dropped from 2.5 tons/100 meters to 1.8 tons/100 meters, and the water recycling rate increased from 15% to 30%.

4. New advances in industrial textiles R&D and processing technologies

Non-woven technology and equipment has improved continuously, spunbond, meltblown technology to achieve the diversification of raw materials, wide weaving, warp knitting and other three-dimensional technology breakthrough; medical, filtration, geotechnical construction, security, structural reinforcement, aerospace, etc. The development and application of industrial textiles in the field have contributed to the development of related fields.

5. New improvements in textile equipment technology and manufacturing level

Textile machinery industry by combining production and research, technological innovation and product development capabilities to further enhance China-made textile machinery domestic market share of more than 70%; complete sets of high-performance fiber technology process equipment, complete sets of functional differential fiber technology and equipment and so on seven categories of textile equipment The research and development and industrialization have achieved gratifying results.

8. Textile standardization construction presents new advantages

Brand sales have stabilized and rebounded. According to Haishu House, Anta Group, Senma Apparel, and An Naier, 20 textile and apparel listed companies released their interim results for 2017. 3. The rise of new brand power

New fast fashion brands are expanding rapidly. Domestic fast fashion brands such as MJstyle, KM, H: CONNECT, UR, and hot air are expanding rapidly with new retail thinking, opening stores and starting to sink into third- and fourth-tier cities.

4, cultural brand show style

Inherit Chinese culture and establish cultural confidence. Chinese clothing brands are combining “Chinese culture” with fashion, tapping traditional crafts and enhancing brand value. At present, the integration of traditional intangible culture and fashion design has become a major trend in domestic apparel brand design innovation and cultural shaping.

5. Regional brand promotion and development

The industrial chain is increasingly perfect. Domestic textile and garment industry clusters are actively integrated into the global textile and apparel industry chain, effectively promoting the optimization and upgrading of industrial structure, and vigorously promoting the construction of local clothing brands. Adopt the strategy of “going out” and “please come in” to expand the visibility and influence of regional brands in the domestic and foreign markets.

(5) Sustainable development and responsible competitiveness have become a new source of value for the industry.

The textile industry fulfills its social responsibilities. Under the four dimensions of people-oriented, environmental protection, fair competition and consumer safety, the work carried out includes social responsibility capacity building, publishing industry and corporate social responsibility reports, regional sustainable development information disclosure, and full value chain. Responsibility for building and so on. In the construction of industry responsibility competitiveness, the Chinese textile industry has won more and more respect and market positive feedback.

Cotton textile companies assume social responsibility, embodied in innovative process technology, reducing the amount of pulp used, and replacing PVA sizing with environmentally friendly pulp. The amount of pulp used by backbone enterprises is reduced by about 3% year-on-year, and the proportion of PVA used has dropped to less than 12%.

The printing and dyeing industry has achieved remarkable results by comprehensively promoting structural optimization, upgrading technology and management level, reducing resources, energy consumption and pollutants from the whole process of production, increasing end-of-pipe treatment, and improving pollution control. From 2010 to 2015, the water consumption per unit of the printing and dyeing industry decreased by 28%, from 2.5 tons/100 meters to 1.8 tons/100 meters; the comprehensive energy consumption per unit of products decreased by 18%, from 50 kg standard coal/100 meters to 41 kg. While strengthening its social responsibility construction, the Chinese textile industry is also actively engaged in cross-regional social responsibility cooperation to promote the sustainable development of the Asian textile and apparel industry. In November 2016, six textile industries from four countries and regions including Pakistan The representative and the China Textile Industry Federation signed the "Declaration on Regional Cooperation and Governance of Responsible Supply Chain in the Asian Textile and Apparel Industry".

After the founding of the People's Republic of China, after several generations of "textile people" exploration, hard work, and creation, the textile industry has become an important real economy of China's economic and social development, and the backbone of the national economy. Standing at the junction of history and the future, reorganizing the historical development of China's textile industry and absorbing the historical experience of the past has great practical guiding significance for us to stand on the deep foundation of history, to clarify our position and to move toward the future.

From the perspective of the development of the industry and the resonance of the same potential at home and abroad, the development of China's textile industry has experienced several important stages:

1. The industry grows at the beginning.

From the 1950s to the 1970s, the "cold war" was the main color of the era. New China has become independent and self-reliant. It has initially established a complete industrial system and national economic system. It has basically established a complete textile industry system with complete supply chain, established a chemical fiber production system and a textile machinery equipment manufacturing system, and laid a long-term perspective for the Chinese textile industry. The deep foundation of development. As of 1978, China has built 153 textile machinery factories with an output value of 827 million yuan. It has realized complete sets of equipment based on independent research and development, and has built production bases for cotton, wool, silk, hemp, chemical fiber, printing and dyeing. In the 1990s, after a series of international turmoil such as the drastic changes in Eastern Europe, China took advantage of the "new cold war" in international politics and went all out to develop the economy. China's textile industry clusters and professional markets sprouted, and the private economy and independent brand start-ups laid a solid foundation for the rapid development in the later period. In the late 1990s, the implementation of the policy of “pressing the ingots” created a “full competition” market environment for the textile industry, and formed a development pattern of national retreat and advancement, and the industry vitality was further released. From 1997 to 2000, nearly 10 million spindles of backward cotton spindles were eliminated, the number of textile state-owned enterprises decreased by 23%, the number of loss-making enterprises fell by 1/3, and the number of employees fell by 42% (to 2.42 million). As of 2000, the industry's industrial added value increased by 61.34%, sales increased by 44.59%, and profit was 6.9 billion yuan, which reversed the loss situation for six consecutive years. In 2000, the national textile state-owned enterprises and non-state-owned enterprises with annual sales income of 5 million and above had a total paid-up capital of 257.127 billion yuan, of which state capital accounted for 24.67%, collective capital accounted for 14.81%, corporate capital accounted for 18.91%, and private capital accounted for 12.15%. %, Hong Kong, Macao and Taiwan accounted for 17.45% of the capital, and foreign capital accounted for 12.00%.

联合会工作经过十几年发展,取得了很好的成绩,建立了业务体系和工作模式,但很多工作面临升级的挑战。传统的会议、展览、表彰等服务方式对迫切升级的集群与企业已经不解渴;各专业协会的会员队伍已基本稳定,需要通过更专业、更精准的服务提高会员的凝聚力;行业研究方面,需要摆脱对官方统计数据的依赖,建立权威的行业数据。

(一)立足发展大局,做好纺织强国建设的“引路人”。

当前,我国正处在全面建成小康社会的决胜阶段。中国纺织工业作为中国实体经济的重要组成部分,作为国民经济支柱产业、国际竞争优势产业和重要的民生产业,应当且必须将自身发展融入国家发展大计。随着纺织强国建设的稳步开展,纺织工业在稳定经济增长、促进区域发展、落实脱贫攻坚、满足人民需求等方面正发挥着越来越重要的作用。

基于发展大势及现实需求,中国纺织工业联合会做好“引路人”的关键,在于不断深化专业服务的领域,创新专业服务的意识,提升专业服务的能力。

这主要体现在,联合会及各成员部门在开展行业工作的过程中,应始终保持大局意识与核心意识,以五大发展理念为指引,以推进供给侧结构性改革为主线,对行业发展进行引导与规划。一方面,联合会及其成员单位要为政府决策与产业发展提供支持,向行业企业进行政策解读与适用引导;另一方面,围绕国家战略与政策,联合会要积极配合政府制定发布行业指导性文件,进行服务创新与能力建设,解企业之困,解行业之渴,开展各项业务工作,推进纺织强国建设。
